It was “misleading, untrue and misinformation” to say that the municipality was not functioning
PHOKWANE Municipality has vehemently denied that it is a “dysfunctional” municipality that is “drowning in debt”.
This follows recommendations from the Freedom Front Plus that council should be dissolved, after the municipality was placed under administration by the MEC for Co-operative Governance, Human Settlements and Traditional Affairs (Coghsta) on Monday.
The manager in the political office at Phokwane Municipality, AP Mokgalagadi, acknowledged that while the municipality was experiencing financial problems, it did not mean that they were in any way “dysfunctional”.
“It is a national problem that the majority of municipalities are facing and yet they cannot be deemed to be dysfunctional. While Coghsta has placed the municipality under administration, in terms of Section 139 (b), it does not mean that council has lost its executive powers,” said Mokgalagadi.
He believed that it was “misleading, untrue and misinformation” to say that the municipality was not functioning.
“This serves to undermine public confidence in council. The council has always convened in line with the structures act and the Municipal Finance Management Act, has exercised its legislative obligations and its resolutions are authentic and in line with executing its constitutional responsibilities.”
