SOL PLAATJE Municipality has indicated that the R11 million tender for the installation of toilets in Kutlwanong, Phomolong and Kagisho has not been approved yet.

A R4.9 million deviation certificate was signed off to appoint a contractor as a matter of urgency at the end of June, to prevent unspent grant funds to the value of R14 million being surrendered at the end of the financial year.

The project was funded by the Department of Water and Sanitation through the water services infrastructure grant.

The bid adjudication committee had last month resolved to put the tender in abeyance until legal advice and input from National Treasury was obtained regarding the supply chain management process, where two parallel processes were running.

It sought an explanation on why the item was sent for deviation before it was presented to the committee and questioned the lack of supporting documents to motivate for the deviation.

Spokesperson for Sol Plaatje Municipality Sello Matsie explained yesterday that the R11 million tender had been put on ice, to allow the bid adjudication committee to obtain the necessary clarity.

He confirmed that the R4.9 million deviation had been finalised.
