R380 million security tender case back in court

Experts are testifying in court this week about missing tender documents pertaining to the R380 million contract that was awarded to Defensor Electronic Security Systems by the Northern Cape Department of Health.

EXPERTS are testifying about missing tender documents pertaining to the R380 million contract that was awarded to Defensor Electronic Security Systems by the Northern Cape Department of Health.

The accused – the former head of the Department of Health and current deputy director-general, Steven Jonkers, and Defensor Electronic Security Systems company directors Gert Renier van Rooyen and Claudius Gerald Peterson – are appearing in the Northern Cape High Court this week.

Jonkers is facing charges of contravening the provisions of the Public Finance Management Act (PFMA), while Defensor Electronic Security Systems and its directors are charged with fraud, as well as contravening the Private Security Industry Regulation Act (Psira).

The regional spokesperson for the National Prosecuting Authority, Mojalefa Senokoatsane, said the State called in several specialists in the fields of security, auditing and supply chain management to testify in the case.

“The court is expected to rule on the admissibility of some of the documents that are part of evidence of the State case on Wednesday,” said Senokoatsane.

“The State alleges that Jonkers, who was the accounting officer during the commission of the alleged crime, approved the security tender that Defensor Electronic Security Systems and its directors had bid for, even though the company did not have the required security licence and other SA Revenue Service documents to its name.”

Senokoatsane added that Jonkers was out on bail of R50,000 while the directors were released on R100,000 bail.

The prosecution is being led by senior State advocate Isaac Mphela and advocate Jean Booysen.
